    It would appear that it is only a mental health issue when it involves an American caucasian, other than that it is a 'terrorist' attack.

    It is actually a issue of someone not doing their job. Someone did not record this evil man's criminal charges into the NCICs database. If it had been recorded the evil would not have been allowed to purchase a legal gun. 

    That should be corrected. All convictions should be recorded in the database. The military failed but there are also states that do not accurately report. That needs fixed.

    Its a matter of making yourself superior to others for whatever reason - power, frustration, notoriety, vengeance etc. so you are able to take their lives.  In other words - arrogance.
