Not limited to one political party. Both do it. Republicans have been far more successful at it. I don't know why. But the fundamental issue here is do you approve of pols manipulating/reconfiguring the voter base? Is it your cuppa tea to stack whatever deck is available and tilt whatever playing field you can to "win"?
