    No.  Down Syndrome is a genetic issue that babies are born with.  Developmental disabilities usually show up as a child is developing and they are diagnosed at some point after infancy.

  • What Harry said.   They are borne with missing chromosomes.  I believe it's two short if I'm not mistaken.
