If you have plans to make changes you must put pretty words on your proposed change. If "Neutralize" was the prettist word they could find that tells us that pretty words for the change were hard to find.
And if the proposed change is the move to give paying backbone using companies higher speed, Then the word neutralize is also pretty misleading. for one thing non-paying companies (like AM) will be getting slower speeds; not really a 'neutral' change to make
Aye, indeed unless you like slow speed downloads and streaming because you don't pay as much as other people and what you view is found to be objectionable. NET NEUTRALITY creates equal speeds for everyone.
