    Ruthless is without mercy or concern for any outcome except the chosen outcome.

    There is a built-in danger in the word.  I think ruthless needs to be contained and only allowed if there is no other recourse to a huge unjust action.

    In other words, it was necessary to be ruthless in World War II to stop the atrocities happening.  It is necessary to be ruthless against attacking murderers.

    It is NOT necessary to be ruthless when you are a retarded leader used to getting your own way and want revenge when you aren't being appeased.
