I assume there are tests that one must take to become a lifeguard....they should have the opportunity to attempt to pass the test just as anyone else. I found an article about a legless lifeguard so yes, it is possible.
What if he or she gets the job but less people start using the swimming pool because they want a lifeguard that has legs? The council are threatening to close the pool because profits are down

They cannot fire someone because of a physical disablity. It they do the loss from a discrimination lawsuit will certainly be more than the loss of profits from the pool. Perhaps they could have some sort of skills test for the lifeguards to show the public that the lifeguards are capable of protecting the swimmers.
What if children were crying because they were scared of his or her stumps? One of the nasty kids shouts “I’d rather drown than be saved by stumpy” it’s upsetting for everyone. I’m not sure how this is going to work out. I don’t think you should of give him the job. Look at the trouble it’s caused
That isn't true. Some jobs have specific requirements that some disabled people do not meet. Employers are not required to consider them for that particular position.
That is perhaps part of it....but as long as they passed the test they are qualified. What if the town thinks a woman does not capable of helping an adult or a young teen who was just certified?
Don't forget we have protected classes that cannot be discriminated against. A woman cannot be denied the job simply because the town is uncomfortable with having a woman in that position. Methink protected classes is a good thing when reasonable.
The answer is yes. It is discrimination but allowed because it is legal. Legal discrimination is done all the time in hiring practices as long as it does not violate the rights of protected classes.

No...apples and oranges. A certified election is only certifying the votes not the ability of a candidate. A certification test of a lifeguard certifies that the person has skills specific to the job. They either have the skills or they fail.
