    Cooperate does not mean surrender, It means you share a goal and help each other trying to achieve it.

    If that goal was to get trump elected then we would also call it collusion. If it the goal was to get more golf courses built, then I doubt anyone would call it collusion.

    So, cooperation can mean giving someone what they ask for,
    whether willingly or under coercion.

    But it can also mean discussing things until a mutual and genuine agreement is reached,
    or willingly working towards consensus to achieve the same goals or symbiotic benefits.

    The meaning alters slightly according to the context.

    If the "cooperation" was not freely and willingly given you're not really colluding. Whatever it being held over you head to force you do something you don't want to do nullifies everything. A gun is held to your head and you either comply or die...literally or figuratively. When you willingly "cooperate" you automatically collude don't you? Thank you for your  reply Hartfire. All the foregoing notwithstanding what does "cooperate" mean to you specifically? Are there limits to it? Have you ever been forced to "cooperate" with anyone for any reason?

    Collusion involves more working together. 
    Cooperation could just mean not getting in the way. 

    Collusion definately involves cooperation but cooperation does not necessarily involve collusion.

    Kind of like the difference between "extremely careless" vs "gross negligence".
