WHY would the OSTENSIBLE leader of a country OBSTRUCT investigating a hostile foreign power corrupting an election?

Not only obstructing repeatedly but also firing people and verbally attacking/smearing/undermining the very intelligence agencies charged with PROTECTING the country? What kind of person would do that and why?
