You do know that the Purple Heart is awarded to soldiers just for being wounded? They could have been hit in the rear-end by some kid firing a BB gun at them while they were running away from the battle and still been awarded that medal.
In fact, the story goes that some soldiers in Vietnam received the medal for injuries sustained while employing the services of hookers/Vietcong agents; although I find those stories to probably be beyond the edge of credibility.
So given those possibilities for "winning" that particular award I have to say no, he didn't dishonor the medal. Had that medal been a Silver Star it would be a whole different story . . .
I would say it's his to give away Rosie and he can do what he wishes with it. People have different values they place on such awards. Perhaps this person didn't rate the award, or the awarding authority, all that much.
An uncle of mine, as an officer, was responsible for recommendations for awards to those under his command from about 1942-1945. Notice of any of them was received usually with some sort of pride, achievement, etc, but that wasn't always the case. More to the point, this uncle knew of several recipients whose opinion of their medal(s) changed in later years.
I think a medal is a very personal thing. While people in society may have expectations of those who receive them, we should always be aware that these are our expectations. They may have validity on those we impose them on, but they may also have none. I don't know what motivated this person, but the medal is something that belonged to him and was his to dispose of. Until we know his history and his reasoning, I don't think we can be certain of anything.

A Senator (Tammy Duckworth) who lost both legs in battle and was awarded a Purple Heart posted pictures of herself in the hospital and said "this is what a purple heart looks like". "There is nothing easy about it. " I think it was a despicable thing to do. But then my opinion counts for nothing since I have never fought for my country on the battle field. If this guy gives so little value to a purple heart hat he could give it away so easily to a mentally ill politician I have no respect for him whatsoever. The dishonor comes from what Trump THOUGHT the gift meant.. He thought the guy was "BESTOWING" the medal upon him.. He PROUDLY proclaimed that he always wanted a purple heart, and then he PINNED on himself...

And I'm not being irreverent towards the medal or those that have been awarded it. The vast, vast VAST majority of those that have been awarded the Purple Heart are quite deserving, have demonstrated valor in the face of possible, sometimes certain death. I have nothing but the utmost respect and admiration for those people. We all owe them a debt of gratitude that can never be repaid.
But there's a number that have received that medal for the reasons that I mentioned. No other medal allows for such a possibility.
