You hire people to work for you all of whom are terrible at what they do. You either knew or didn't. Either way aren't YOU incompetent?

If you knew they were terrible at what they do then you were purposely trying to sabotage your company(or your country if you happen to have that job) and colluded with them for that end. If you didn't  know then you are beyond incompetent/ignorant and quite possibly even stupid. Either way you lose.
