Is debt just a balancing instrument with no meaning? Blow it up to whatever heights you desire and it will be okay? How?

It seems to me that intelligent people know how to handle debt. So SHOULD government shouldn't it or it just  a political tool to use as needed and otherwise has no significance at all?. At what point will it bite the country in the a** and dangerously hobble it? At $30 trillion? $50 T? $70T ? What debt is it safe/wise to carry for an intelligent responsible thoughtful administration on behalf of its country? Why?

    Well the politicians are always promising things to people to get their vote.  All of which cost money so the more they deliver on those promises the greater in debt we become.  I would all for no debt at all.  Or very little.  But a lot of people have become so dependent on government they could not exist without govt handouts or govt aid and they would bitch to beat the band.
