What happens when a country declares bankruptcy due to the administration's abject stupidity/malfeasant manipulation? Prison for the guilty?

Which Administration? (As if I had to Ask) I suppose we could round up all the living ex presidents and put them on the same cell block. What will we do with all those members of Congress over the last forty or so years? After all, it was they who held the purse strings.
