Sure, it's possible.
But it would probably require an Act of Congress at the very least (reversing portions of the Compromise of 1850, don't know what Rights and responsibilities that placed on California when they were granted admission to the Union by Congress) or, more likely, a Constitutional Amendment.
The other option would be by armed insurrection, VERY messy, even if successful. (Didn't work out so well back in the 1860's for the Confederacy.)
I wouldn't hold my breath on any of those possibilities occurring.

Yes, but they can't use any Federally Funded Highways into or out of their state. Any water currently diverted from The Union into the nation of California, will be shut off. Planes taking off from the nation of California will not be allowed into The Union's airspace, including low orbit space travel.

There is a clear precedence here. The slaveholding south tried to secede and got beaten up by the northern states that wanted slavery abolished.
