    Fat underbelly?

    Usually the fat are the rich.  They are the overbelly, I guess.

    Underbelly is usually reserved for maybe drug dealers or pimps or that kind of ilk.  Or The US President.  Someone living high on the hog using crime and corruption to better their livelihood.
