If there were another civil war in the U.S., would the federal government resort to using nuclear weapons?

The government would have to be on the edge of losing to let loose nuclear weapons cuz they would kill people who are loyal to the government too

No, because all the people claiming they'd like to start a second civil war are pathetic drunks and heroin addicts...put them in a situation where they don't have alcohol or opiates for a few days and they'll all be grinding through miserable withdrawal.
