When it comes to criminality people say "What are we to do if they have'nt broken any laws?". Can't the answer be "The same thing

we do to so many others who have NOT broken any laws as well. We PROFILE them"?

    No, we cannot arrest people who have not committed a crime. If we could, and I somehow got it into my head that you were a ticking time bomb, would it be fair for you to be jailed? I think not...
