Temper tantrums usually afflict some kids from ages 1-4. Adult tempter tantrums may be "INTERMITTENT EXPLOSIVE DISORDER". Donjohn perhaps?

The old man is 71 for cryin' out loud. He should have outgrown the childish outbursts but hasn't so he probably isn't fit as a fiddle. He probably is a victim of arrested development. Wasn't there a funny TV show about that? Arrested development in a president is not funny.
