They attempted to steal $39.99 from my mothers account. The bank putting a hold on her debit card proves that Playopoly.com has tried to steal money from other people.
Hmm. Did you use her card to buy audio-books or music for your mobile ? If you did you are the thief.
Anyway it does not prove that Playopoly.com try to steal. Even several such complaints from people merely make it a possibility. People mistype their credit card number, forget what they bought, honest accounting errors happen, etc. If the bill arrived at her account somebody must have given them her credit card number (or bank account number).
Have she (or you) used PayPal to pay for anything on the internet. PayPal got heavily hacked after joining with E-bay a few years ago and are still trying to recover from that. Credit card numbers, security codes and personal data given there should not be considered secure.

Your mother needs to deal directly with the credit card company to rectify this situation.
Unfortunately, while you think that the site you reference in your question stole from your mother's account, your assertion hardly qualifies as proof.
