What good is a FISA warrant if it cannot be used again a United States citizen suspected of being a Russian spy?

Foreign Intelligence Surveillance Act of 1978

A FISA Court oversees requests for surveillance warrants against foreign spies inside the United States. If that  American Citizen is a spy for a "foreign" why would that prevent the court from approving it? Why should American Citizens who are  spies for a foreign country(Carter Page as suspected spy) be exempt from being spied upon by the US government? Makes no sense.

    I don't know which is worse, that one or the fact that we have Gerrymandering.  What else can we do to sabotage this country of ours and make choices unfair?
