    You can't compare personal relationships to the relationship between nations. You have a village mentality.

    A country doesn't have friends. It has allies. An ally is something whose interests are aligned with your own. The interests of nations shift and are of course a matter of opinion. So it's only natural that deals between nations are continually renegotiated.
