Any tells? How do you tell the difference between someone who is "playing dumb" and someone who is actually dumb?

There are over a dozen investigations going on against what Boss Pruitt is doing that verges on the criminal. When asked Paul Ryan said he really doesn't know enough about what Pruitt is charged with to comment. Pruitt has been in the spotlight and on the hot seat for many months. Was Ryan really dumber than folks gave him debit for or just a coward?

    He is refusing to make a judgement until all facts are in....maybe he should  be the head of that Department of Integrity you mentioned.
