It seems we always have some people who think government will work if we just write a clever enough constitution. We don't follow the one we have, and there is no way to write one that would force people to follow it. Constitutions are ok until they become inconvenient, and then they are casually ignored. When the Israelites came into the promised land God commanded them to have no king, no laws between cities. That was great until the people demanded a king to take over all their responsibilities and control the areas between cities. They wouldn't obey a direct command from God, so what makes you think people might obey some joke book that you write?
