We need a BORDER WALL around the entire continental United States. Illegals can arrive by boat. Or by air. How d'ya build a wall in the sky?

It would certainly do the job but at what cost? Billions for sure and possibly trillions. What materials would be used? What companies would be charged with that huge task? The dome would have to be transparent of course because we would not want to block out the sun. What we would do for rain would have to be worked out by weather specialists. It would protect us from floods and hurricanes. It would also block out wind and I don't know about you but I so love a gentle breeze...the kind that rings chimes. The air circulation within the dome might be tricky as well. It would be good if no one smoked at all. How would the pollution from cars get through and up and out? A complex problem but I'm sure every problem has a solution waiting for the perfect solver! Air Traffic Controllers would have to direct planes to specific trap doors in the dome so they could take off and land. Unless you want the dome to rise to 35,000 feet. Of course you would have to build it from the ground up.  Good creative idea ya got there.  It's certainly worth considering.
