Here is something that continually puzzles me,. Maybe you get it. I don't. Why do targets of racism become perpetrators of it?

Seems to me when you SUFFER from something you would be the last person on earth to be a PERPETRATOR of it. What is the logic behind it?  You can't get back at those who targeted you. Why on earth would you target those who had nothing to do with your being victimized?
