Seems to me the safety of our country should be our TOP Priority. So Defense in case we are attacked militarily. What would come next?

For me it would be a two-fer.  INFRASTRUCTURE and FEMA. Our military protects us from outside attacks. Repair of infrastructure/helping those devastated by natural disasters would come next. Before a border wall. Before cages and kennels for kids. Before humongous tax cuts for the wealthy. Before creating a space department for a space force. What about you?
