    Honesty, trustworthiness, a man/woman of their word, genuine interest in doing good for the people he/she represents .  SO yes, similar things really to those you list..and I agree.. people don't seem to get that if you have a liar or cheat heading things up then you really cannot be sure he is acting in your best interests.. likely he is acting on his own
