Are the security at the station where the Olympians were robbed being arrested for armed robbery? Or is armed robbery permitted in Rio if you are security?

Instead, officials said, the taxi carrying the swimmers stopped at a Shell gas station on the Avenue of the Americas around 6 a.m. One or more of the swimmers vandalized a gas station bathroom, and a security guard brandished a gun, police said. The swimmers gave money to the manager before leaving, witnesses said.

That is armed robbery....in the USA the security person(s) would be arrested.
