It was at those councils that over the years certain books of the Bible were deemed BY MEN to be worthy of inclusion while some were considered to be heretical BY MEN and excluded. The NICENE CREED was developed which was the first uniform Christine Doctrine.
Currently there are 39 books in the Old Testament and 27 books in the New Testament. The MEN decided that those were the books that were "inspired by GOD" after centuries of reflection and discussion.
The Bible did not just show up on someone's doorstep intact one day but EVOLVED over centuries. So while it may be "inspired" by GOD, MEN did the deciding of what to include and what to exclude.
I wonder how many devoted Christians know that?
