How much POWER does the trumpican base assert over super don? If he did call the targets of the packages would his base turn on him?

Are they that controlling that even when or if he would LIKE or WANT to do something he knows they  would not approve so he can't do it? Does he really have a heart inside there somewhere and would like to show if from time to time but his "keepers" won't allow it? Just wonderin'!
