This makes no sense to me if true. Why would we import oil from countries to which we export oil?

Oil import/export figures are all over the place depending on the source you use. But what is the logic of the following if true it be?
Our import from Canada was 40% in 2017 and we exported 14% of our output to them
Our import from Mexico was 7% in 2017 and we exported 17% of ours to them

I cannot vouch for those figures but they did come from one of the zillion sources available. If true how does that make any sense?
