A crime that is commited doesn't simply disappear when the statute of limitations runs its course. Why not eliminate ALL of 'em?

The statute of limitations benefits the perp/culprit/DOER. Why would anyone ever think that is okay? Who sets the limits? Are there federal and state statutes and do they vary greatly? What is there anywhere that BENEFITS the victim? The person who was harmed? The system is rigged for criminals to skate as long as they can outwait their fate.   Sucks.
