    It is the responsibility of the handicapped person to notify the public of their handicap.  We don't have ESP and neither do cops. 

    If you are deaf, you'd better not be driving if you cannot HEAR. 

    Just like if you are blind.  

    Are cops supposed to KNOW?     They can ask, I guess.  I think when they see someone posturing with hand signals, they might get the first clue.

    Cops shouldn't be beating or shooting people for not obeying commands, only for being a danger. When the public sees a cop is attacking a person who is peaceful the public should do what they can to prostest or stop that action.
