Is DNA immortal? Does it never die?

39 years later a man has been charged in a cold-case killing of a high school student due to his DNA. 39 years later the DNA survives? Why and how does it not deterioriate?

It dies.  Just put it in air and let it die.

Eventually it will corrode unless preserved in an airless atmosphere like the dna found in amber.  (I don't know if that is viable, but according to Hollywood, it is)
