WHERE IN THE CONSTITUTION DOES IT SAY THAT A PREZ HAS THE RIGHT TO FORCE PEOPLE TO WORK WITHOUT PAY?

Any company doing this would face harsh penalties wouldn't it? How is this different from SLAVE LABOR?
