Is Juarez, Mexico really one of the most dangerous cities in the world?

It appears that Juarez (a suburb of Mexico City) is relatively safe, but Ciudad Juarez, across the border from El Paso, Texas, is less so.

People in El Paso won't go within gunshot range of the border because bullets sometimes fly across. The newspapers have asked for a list of demands so the gangsters will stop murdering their reporters. (That is what we call a surrender.)

It is a big part of the reason El Paso has a wall.
