Once upon a time criminals were looked DOWN UPON and reviled. Today the more crimes you get away the more you are looked UP TO. Why?

Going from LOOKING DOWN UPON to LOOKING UP TO is a huge swing...a huge change in direction. When did it start why did it start why is it increasing why is so awesome and who are these people who switched from one thing to its exact opposite so easily willingly? What's in it for THEM?
