He picks these people the same way drug addicts hang with like-minded addicts. He can smell his own kind like an animal does.
He can TELL who is a criminal and who is not just by the way they behave and their dubious histories.
What better way to imprison someone than to have something ON them? What better way to imprison someone who doesn't have a chance in hell of getting a job even comparable to the slice of pie Trump is offering. All they need to do is listen and be loyal and not do the job. Make sure they are literally incapable of doing the job they are assigned to.
