Mexicans don't need a passport to enter Canada. They can fly to Canada for a $300 ticket. Then take a plane car bus train to come into the US . Traffic through the state of Vermont is constant. US "authorities" are nervous about the POROUS northern border. The border is 5525 miles long between Canada and the United States.
Why not a border wall surrounding the continental united states? A net over the skies as well so no one flies in. Everyone entering takes a numbered ticket and waits in line to be investigated. Sounds like a plan.
