    All one would need to do, is create political parties ... as most people already voluntarily register themselves that way.

    I'm pretty sure there are millions of people who have never voted Walt. For one thing there are certain religions that keep the people out of participating in politics completely. Then there are the lazy bums who complain about everything but never lift a finger to change anything. So I don't think that is workable. Drivers' Licenses registries might work better except that some people do not drive or drive but whose license have long-since expired. Then there are the homeless. What registry are they on?
