Cream rises to the top (meaning the best people will find their way to "the top"). A fish starts rotting from the head. Which is truer?

Cream has little if any "fragrance". A rotting fish stinks. Which d'ya think D.C. embodies? Why?

    Both are true.  Dead fish rise to the top too.  They float after they die.

    Cream can get as smelly as fish when left for too long.

    So, in Trump's Administration the best people are rotted smelly fish who rose to the top.  And all Trump saw was the creme' de la creme'.  What do you expect from someone who thinks McDonald's is the creme' de la creme'.
