are they starving because they cant afford food or because they just dont eat due to other restraints? i barely ate in college. i lost like 15 pounds in the first month.
The phrase doesn't officially mean "starving" ... it means "lacking reliable access to a sufficient quantity of affordable, nutritious food".
What it means for college students, is they spend too much on their education that they can't afford to purchase the "nutritious" food that is widely available.
Food banks? I don't know if college students would qualify if they have to include their parents' income. If you don't count their parents' income on that form - can you count it on their college funding forms? I dunno.
EDIT: When I was in college; every guy I knew regularly ate Top Ramen noodles and sandwiches, for meals. But they had plenty of money for partying and alcohol.

I'm not surprised. College tuition is very high and just as the elderly sometimes have to decide whether to fill their prescriptions or buy food, so may some college kids. For whatever it's worth, I'm not sure this percentage is much different than the general population. There are a lot of folks who have no idea from where their next meal is coming.
We have to "soften the blow". The word "starving" sounds so negative.
I have news for those college students - it doesn't get any better after college either. A lot of people in this country are "food insecure". When one is caught between programs (make too much to get assistance, but not enough to survive), they may be forced to go hungry.
