Stupid dumb acts on impulse. It doesn't have the intellect to think/care about consequences. It only values NOW! YOu TOO?.

You forgot habit.  They act on habit.  Some do not SEE how many consequences and obstacles that get in their way are messages and warnings not to act.

But these types only see one step ahead and never learn.  Especially when the someone has been coddled and protected his entire life by money.  And he was so addicted to getting his way in any choice he made,  that he started to steal , grab women's breasts, vaginas and lips, oogle naked young women and say inappropriate things that still haunt them decades later, and just being EVIL and loving the price.  Because there was no price. He only had his own head and own pocketbook (stolen money) to guide his every desire.  When a person is such a low-level mentality, his desires are just as low.  Sex, pandering, conning, and greed.  You see it all the time so much, that you elect this familiar character.
