    "Article One of the United States Constitution (section II) directs the population be enumerated at least once every ten years  ..."

    "By law, the Census Bureau must count everyone and submit state population totals to the U.S. President by December 31 of any year ending in a zero."

    Note that the population is to be counted - it doesn't specify only citizens be counted.  Therefore, it shouldn't matter whether someone is a citizen, a green card holder or anything else.
