  • Possibly during recessions, desperate people commit more thefts, or more crimes due to greater stress. One might expect an increase of "customers" for correctional centres during economic downturns.

    But I guess what you're saying is that the govt. has passed legislation to ensure that private companies get paid to run prisons will get paid no matter how bad the national debt is or whether a country goes bankrupt.

    Interesting. What would the companies do if they were not paid?

    Yeah, but it's not regulation proof..  Private prisons are on the way out.  That's because they ARE as bad as you think they are.

    The traditional methods simply don't work. 80% re-offend because the punishment does nothing to address the causes of offending.

    I think Greenland has the most advanced correctional system in the world. Treats people as human beings and help them learn how to become more functional in relationships and society. 20% recidivism.

    The only other method with as low a rate of reoffending is the Vipassana meditation scheme in Indian gaols, where prisoners can volunteer to take the course.
