Did the U.S. Supreme Court give the word "corruption" a new definition with the case of Former Virginia Governor, Bob McDonnell?

Somehow, they thought the word "corruption" has too broad a definition to be pinned down, indicating that there is "nothing" a governor can do, in the name if "official business" is legal.

So, why doesn't the legal system have a clear definition of the word? How much leeway is a government official have concerning finance?
