The sport is called "Clay Pigeon Shooting" in my country, which indicates its origins in emulating shooting game-birds. Not so much pigeons as pheasants and grouse bred for it.
Game-shooting is seasonal so shooting clays maintains the skill, but there are also enthusiasts who never shoot birds, just the clays. (I used to work with one.)

Actually you have much more chance of hitting a clay-pigeon or a real, small game-bird with a shot-gun than with a rifle, but from what I have seen of these, it still takes a lot of skill and a steady hand. Besides, if you want to shoot a fast-flying pheasant for cooking as well as rather dubious "sport", a high-power bullet would probably shatter it.
