In 2014 there were lots of Countries fighting ISIS - Canada, England, France, Australia and a few others. ISIS wasn't defeated so does that mean that those Countries leaders and generals were also reduced to rubble - I don't think so - it's more like defeating ISIS is a huge undertaking and it needs the continued involvement of many Countries not just one man with a secret plan.
