Gubment is not all there is that matters in a country. It is replaceable. The people are not. Gubment workers are interchangeable and faceless nameless homo saps. The citizens of a country are not interchangeable or faceless nameless homo saps. The gubment is the employee of the people not the other way around.
So when an uppity "leader" who doesn't know his place has a stranglehold chokehold on a country it is not going to last for very long. One way or the other that nameless faceless uppity clueless doofus interchangeable homo sap will be replaced and forgotten.
