    Very stupid.  Very stupid.  And being that stupid makes you very cruel.  Kind of like running over an animal in the street because you are so stupid you don't think to turn the steering wheel and too cruel to care.  

    This JERK didn't care enough to learn how to correctly confront a criminal and didn't even bother to learn if he WAS a criminal.  (Not that it matters. You don't choke suspects to death before they are even arrested, much less tried in a court.)    Didn't CARE enough to worry about learning how.  And WHO CARES?  All he has to do is use brute force on the guy and get his macho power juice going all at the same time.
