That's the rumor. But, FactCheck.org say's no. They said, that "while it’s true that some of her ardent supporters pushed the theory, there is no evidence that Clinton or her campaign had anything to do with it."
Supposedly there's a memo from the Clinton campaign that supports your claim.. I didn't look for it. If you find it, I'll be happy to reconsider.

Since Hillary's 2008 campaign first brought it up, you might ask her. I'll add, that if she says she is satisfied that Obama was born in Hawaii and is no longer vilified for questioning his birth, why is Trump still vilified when he now says he is satisfied now? Isn't that a double standard on the left's part?

BOTH FactCheck and Politifact are LIBERAL sites and both lean to the left when doing their fact checking. It was Hillary's campaign AND her supporters who initially started it and Hillary didn't speak out against it until she conceded to Obama.
